If I read that correctly and the legal representative of X.com could be potentially arrested for non-compliance then it is a wise decision.

Brazil is a big country no business wants to get out of a 220 million people size market unless they face real problems,X must have their reasons. If they make a deal they might open up there in the future.

Elon Musk in the news about this again;

https://www.cnbc.com/2024/08/29/elon-mu ... reeze.html

"Elon Musk railed against Brazilian Supreme Court justice Alexandre de Moraes on Wednesday and Thursday after the court ordered X to appoint a legal representative in the country.
De Moraes and Musk have been locked in conflict over Brazil’s social media regulations.
De Moraes’ court, Globo News reported, has fined X for alleged violations of Brazilian law and has frozen Starlink finances in the country to ensure those fines are paid.

Big corporations make donations and contributions to politicians, time Musk rethinks this and starts greasing the right palms with legal donations. Life gets way simpler for companies who donate :----).

I don't look at it that way. As a businessman Musk made the right choice for his company and users.
