Brazil is a big country no business wants to get out of a 220 million people size market unless they face real problems,X must have their reasons. If they make a deal they might open up there in the future.

"Elon Musk railed against Brazilian Supreme Court justice Alexandre de Moraes on Wednesday and Thursday after the court ordered X to appoint a legal representative in the country.
De Moraes and Musk have been locked in conflict over Brazil’s social media regulations.
De Moraes’ court, Globo News reported, has fined X for alleged violations of Brazilian law and has frozen Starlink finances in the country to ensure those fines are paid."

I don't look at it that way. As a businessman Musk made the right choice for his company and users.
