Do you just want a top image to rotate on each load, or a random post on each load, or one of the classic plugins that rotates the oldest post or a random old post and re-posts it as a new one once in a while, or something else?

Are you talking about your top logo banner? I know there's some themes out there that have this option.

It would be a fairly easy plugin to make if it doesnt exist I´d reckon...grab randomly from a selection or the entire media library and assign it

ReviveAds is what I use to rotate banners, try it out it is not hard to setup and once you get used to it you can do all sorts of things including rotating the top image or any image on your site.
Stop looking for reps if they don't care why waste your time and traffic at their program, fuck that.

What you wrote, it's overkill. The only time when you'll want ads to rotate is if you're running paid ads, so that the visitors won't see the same ads when going on different pages/returning visits. Think CPM/CPC.
Other than that, the urge to make banners or images rotate on a blog mostly happens when you're the one looking at the same blog all day, not the surfer tho.
(Unless you have an unheard of amount of traffic going to your blogs and you're rotating offers on a CPA or something like that, too)
