It makes the webmaster feel better. It has as much practical value as sending thoughts and prayers does. And as an added bonus it has the potential of costing you some traffic. Also, if you don't know what you're doing, it can have a negative effect on your serp. Always check your scripts to ensure you're not blocking SE when using a pop-up. Warning pages are just a waste of prime real estate and what about landings on your other pages? You're still gonna need a pop-up to make yourself feel better. A waste of time that's ineffective and won't save your ass when push comes to shove.
