is it right for a sponsor to keep your money when you leave their program?

After 2 weeks of emails they finally replied I am not getting paid even after letting them know I will no longer promote their program, they are sitting on my $204.35 earning and refusing to send it to me until I reach the minimum payout of $250.

What would you do.

I've told programs that I wanted to close my account under the minimum before and I never had a problem. But, I don't know who legally wins this if they don't. Probably depends on the terms that you agreed to and maybe the country that they're in. ...I'd just try to send another sale or two and get the minimum, though.
