What twisted mind first came up with "Raining cats and dogs"

It was falsely said that cats and dogs would go up on the roof before it rained and then rain would wash them off the roof, this is the basis of the saying "Raining cats and dogs."

It is rare we have snow in LA this time of year, yesterday was hard for drivers, the Grapevine is not the easiest for semi's. My sisters boyfriend drives one goes up and down the state every day, he has stories.
