I think a little more info is needed to determine a time frame and price for this type of project to figure out what the 20% up front payment would be.

I'm for sale at 4k/month full time salary if you or anyone is interested, though.

Sounds good, but it's hard to tell how big the project will be without a few more details:
How many websites/domains will you need made and kept up on?
What kind(s) of websites do you want made?
What kind of PDF project are you looking for?
What kind of estimated budget will you have for the paid traffic and hardlinks?
Which scripts do you want installed?
"One scene with all costs ,per scene" - Does this mean that you want to purchase exclusive content or produce your own? If production, where will that take place/who will do it?

It just seems like an ongoing project with more details needed to me. At this point I can offer 1 year of constant work with a backlog of tasks that I update twice per week, production and marketing budget being on you, for $48k total, 40 hours per week spent on this minimum. If I do production then the price will be a bit higher.
