Yeah it's possible and some countries block websites. Gambling and porn is illegal in Thailand, not sure about France, though.

France it is not illegal last i checked.

Have your users do a tracert ,one possibility is the route may be interrupted or a slow hop along the way.

Porn sites are blocked in many countries even here you an not access them at most schools and public places.
