Yeah, they do. It's just so that people won't manipulate PR or do shady things like boosting PR with a million crappy links to sell based off of PR alone or using it to sell backlinks.

The way that PR works is very similar to how quality inbound/outbound links are weighted. They probably have a slightly different algorithm now, too.

Totally agree when doing a trade with a person I have one already I know I can trust them not to pull my links after we make the trade.
