I am in Goddady now and only see one option for redirecting the domain I want redirected. Where are the 2 options listed in the admin there?

Put a check mark next to the domain you want forwarded, on the top it says "Forwarding", click there,
you'll see 3 options.
Temporary (301)
Permanent (302)
Forward with masking
Take your pick.

Does a 301 redirect need both a meta refresh and .htaccess?..
htaccess examples for single pages:
Redirect 301 /page1.html http://www.site.com/newpage1.html
Redirect 301 /page2.html http://www.site.com/something/
htaccess for entire site:
Redirect 301 / http://othersite.com/
Meta refresh can cause some problems with SEO depending on how it's used. Sometimes you don't have a choice depending on server setup, though.

You do not need both, one or the other is enough

And putting anything other than 0 for a meta refresh is meant for other things. Meta refresh also doesn't pass along much SEO to the new domain, if anything, you might as well just start new.
