I had a guy offer me links he said his site was a PR 3 , I thought Google did away with PR years ago.

Because people were abusing it, manipulating it and using PR as a main base value when selling backlinks, which Google doesn't like at all..

What if Google still uses it in their metrics but does not publish the data for public consumption, it could be a possibility

Maybe but then why not show PR to the general public, it was already out there.
