Honestly these days, I still think Wordpress is a great CMS to start with and learn from. It so easy to use that beginners can take off from the start, and you can learn html/CSS/PHP/JS/jQuery/MySQL/etc along the way. They don't have to be blogs, either.

Most of the time they won't affect SEO negatively at all. Some people say that they will cause duplicate content, but they won't because the source is listed within the iframe syntax. Google's spiders can crawl iframe content, follow links, and will also credit the referenced site in the iframe as the source. Other SEs can't, and will just show up as a url.
They won't really benefit your site in terms of SEO, either. Just don't do anything blackhat like cloaking somehow and you're good.

Design has progressed and frames went away as the dodo birds did.
