I know that that's how things started, at least for a few huge tubes. Someone back long ago paid a Paki like $500/month to meet specific traffic goals and x-amount of new videos steadily. If that guy met those goals, he might be hired again the next month to continue. If anything illegal happened along the way, the owner just couldn't know about it.. That's how user accounts started and how the huge tubes blew up...
