They're still useful, but a lot of people will misuse them.
Submitting a sitemap alone won't help Google index your site/pages, either.

It takes 2 minutes to make one up and upload, not a lot of effort then you go to your Google webmaster tools....

If you have pages that aren't linked anywhere a sitemap can alert the SE of the page existance. Most of us don't have orphaned pages that we want indexed, we link them up. If you use WP there's SEO plugins that'll take care of your sitemaps for you. I like using The SEO Framework

Seo plugins usually do them. Yoast seo has the function. There's also free online sitemap generators you can use. Google it.
