The purpose of that link is to unsubscribe from their marketing list.
You are supposed to be able to click on it and go to the unsubscribe page, then type in your email address and submit it so the backend code can mark it as do not email. So the next time they generate data from their database to do an email campaign you will be left out because you are marked as do not email.
However this does not mean you will be permanently unsubscribed, some systems will mark you as do not email for ever, but others will mark you as do not email for 30,90, or 120 days.
So yea thats whats supposed to happen, the issue here is, there are a lot of email marketing services like SparkPost that will make you add a unsubscribe link to your email even if you do not have one. Because these people may not have an unsubscribe system they may just use # as the link's href which would pretty much go nowhere. In other cases people will use templates that have that unsubscribe link at the bottom and it is simply overlooked because they either dont know how to change it or dont actually have an unsubscribe link. So its not always spam, but rather the lack of having an unsubscribe system.
