limiting how often comments can be made

I want to limit how often the same registered user on my blogs an comment on posts. Is there a way to make them wait 5 minutes between comments.

Why put a wait period let them reply as often as they want, unless you are worried about your server handling the query, then upgrade your hardware.

That is about right for me on my blogs each gets at most 2 real ones a week
