It's not all about the server it also depends how har the viewer is located from the server and how many hops are required. The quality and speed of the bandwidth between the user and server. ........

This is where something like https://gtmetrix.com/ comes in. For as little as $5.99 a month, they will regularly monitor your page speed performance from countries all over the world. They don't just ping it, they fully load the page and give you a detailed breakdown of performance, server response times, page layout and structure and what you can do to improve things. There's historical analysis so you can track changes and it also gives you alerts when things slow down.

Very handy when you think your site is slow but your hosts say there is no problem from their end.

For one off tests, google recommends using https://pagespeed.web.dev/ which is another great tool for learning how to maximize your page load speed.

For Google anything equal to or under 2.5 seconds meets their Core Web Vitals.
