Nope, it goes to pay for assisted living, nursing care, medical expenses, etc. People in the middle get screwed. If you're rich things are taken care of. If you're poor things will be taken care of. If you're in the middle, working for a living and saving for your golden years, you might as well bend over because you're gonna get it up the rear.
