That's the big question. Luckily we don't have to mine it. Helium 3 comes from the solar wind but it gets absorbed by our atmosphere. Since the moon has no atmosphere, its just gets absorbed onto the moons surface. Hauling it back would be the hard part but at $20 million per Kg, it wouldn't be too hard to make that profitable. You'd only have to haul back 50 Kg and that's $1 Billion right there

400,000 people worked on the Apollo program from all round the world. Just think what it would take to fake it ??? You would need everybody in mission control to be in on it. Then you would need everybody in the tracking and TV stations all round the world (because of the earth's rotation, they had to have tracking stations all over the world including UK, Spain, Australia etc). Then there's the Russians themselves who were also tracking it because they tried to land the un-manned Lunar 15 probe on the same day as the Apollo 11 landings. So somehow you would have to get the Russians to agree to faking it

Then there is the fact that, in the last few year China, India, Japan and the USA have all taken pictures of the Apollo 11 lunar lander that is still sat there on the moon.

That's thousand of people and multiple countries who would have to agree to take part in this massive fake AND keep it a secret for over 50 years

Of course none of this happened because they DID LAND ON THE MOON !!!
