I see a lot of people claim to provide OF agencies and often wondered how long it would take before something like this happened.

Agencies, IMHO, should promote and help with content, NOT interact directly with members, UNLESS, the members are aware. This is example is a clear case of fraud, IMHO.
I would be paying to talk to the 'expert', not the 'experts' assistant.
