Congress can declare war the president can only attack another country for a limited time, it might be over before Congress says we are at war.

The military industrial complex loves wars, it is sales and stock price of those companies goes up, we need a war for any reason we can come up with.
Stop looking for reps if they don't care why waste your time and traffic at their program, fuck that.
