Taking this at face value it is a good thing.

"Teenagers on Instagram will soon be automatically placed in a new type of account with built-in privacy restrictions that give parents more control."

Parents should be responsible for their children not the government or websites. They keep passing the buck to websites to restrict access to kids, well this puts the parents responsible. I think it is a good decision.
