Its because there has been no real drive to go back to the moon until now. The only real benefit to landing a man on the moon is politicial. To demonstrate your countries technical prowess the world. There's no resources up there and even if there were, it would be prohibitively expensive to drag them all the way back to earth.

That's why back in the cold war, it was Russia and USA in a space race. Now we are entering a new cold war and its China against the USA. Both countries have stated that they plan to have a permanently manned lunar station by 2035.

A space race is an alternative to fighting an all out war. Lets hope it stays that way
