Programs spamming more each day looking for affiliates

Is it me or are programs desperatelly spamming for affiliates in the past 2 months. It was 1 a week then 2-3 a week now nearly every day another spam asking me to become an affiliate

It is not new I get the same reps and same spammers every day, most never reply once you ask them if they can afford 81 cents a day for an ad campaign. It's always the same story, we will get back to you, we are not looking for affiliates, we have no budget.........

So why spam for affiliates if you are not looking for affiliates or can't spend 81 cents a day to get affiliates

My daily Starbucks coffee costs more that what it costs for a weeks ads.
