any sites that let you create free banners

Help out an old man tell me if there are any sites that allow you to create free banners. Just static ones. I did go to Google found a few links, they make you register, some want you to signup for other sites before allowing you to make your banners.

I get banners done for $5 and they are worth it, designing banners is not my cup of tea.

Hard to believe there are not too many sites out there to create free banners.

I use the sponsor provided banners, not had much need to make my own banners. Sorry can not be much help but only bring this thread back to page one.
