Additionally if you see the recommended sites to follow they are also older accounts with no new posts for years, I have seen this quite a lot.

Well it gives dormant accounts a chance to get active, think of it that way.

It is what it is not a big deal I check all accounts before following.Who follows every suggestion without looking over the account
