2 years ago I think it stood a chance I doubt Russia will agree to it now that Ukraine is going to capitulate and take whatever Russia tells them. Plus why would the EU want Ukraine now, the country is devastated, millions have fled, hundreds of thousands are dead and even more wounded. Corruption is rampant as always, the economy is broken. They are a liability not an asset to the EU.
