Are Visa and Mastercard rules the same in every country

I sold a year link and blog post to this person in France who paid me through paypal using her credit card,I know it was her credit card because she said she was using her credit card. This was on April 19th 2023. She now wants her money back because she sold her site and she says if I do not refund her she will charge back on her credit card. It is 5 months tomorrow but she is a pro at this by the looks of it, she told me she has 6 months to do a charge back on her card.

Charge back window is 120 days for credit cards if I recall

Paypal is 180 days to dispute a charge but you get to tell your side and your chances are they will understand.
