Looking for the best designer

Only looking for testimonials,not spam from designers themselves. I need 5 sites redone and they have to come in at maximum $2,000 total for all 5 redesigns. All 5 are WP sites, will need a top image for each plus 2 banners per site 728x90 size.

Who ever you use the first time do not pay anything up front until you see his or her work,a few have taken my money and then gone mia on me or been very late doing the design I paid for.
