What does a single and double check mark next to a message you sent mean?

I think this is like Whatsapp. One tick means your message has been sent to the server, the second tick means its been delivered to the user

I thought the 2nd check meant the user has read the message,not used icq as often as I used to so maybe I'm forgetting how it works.
