You seem to miss the point there is a person who has to do accounting and they do not work for free.

You have to bear in mind the banking and admin costs behind your payouts
For example, to get money INTO our paxum account we first have to wire it from our bank (cost appx $25) and then Paxum charge and additional $50 per incoming wire transfer. So thats a cost of $75 before we make ANY paxum payouts at all
Same for wire transfers. Its not like personal banking where you can just ping money instantly and for free. Business banking costs appx $25 per transfer and takes around 4 days
Then there is the currency conversion costs which paypal, paxum and banks charge. For example, we get paid by our merchant processor in Euros which we then have to convert to uk stirling (so we can use a UK credit card on Paypal). Paypal then convert that into US dollars (which is what we send out). Each time the funds are converted, there is a charge
And all of this is before any kind of admin fee for the time it takes to do the payouts.
You might say that we should just absorb this but when you have hundreds of payouts each month, that adds up to a lot of money which no business could easily absorb
Either way, they shouldn't be making ANY profit from fees. We certainly dont

Don't forget, our card processors charge us a fee every time they pay us. I think we pay around $50 a week to ccbill and our merchant account (so $100 a week total)
by the way, i just checked and aswell as conversion charges, paypal charge us £3.00 (UK stirling) for every international payout we send

When I get paypal from a sponsor I pay the fees to receive it, very few of them pay me the full amount and cover the fees. So if the sponsor charges for paypal payments to affiliates they should cover the fees too.
