Paying upfront for seo yes or no

This guy I met on another forum says he is the best adult seo there is, he charges $1500 a month and wants his money upfront,my question is, is this normal to prepay for seo services.For all i know he might be the best and might do me a good service but all I all asking is,I am not comfortable paying some guy i never worked with that amount of money,am I being paranoid f is this how seo works.
