Heck I deleted the wp-comments.php file off all my blogs. Except for 3 blogs.

You can do things like making a custom-comments.php in a child theme folder and call it with:
require get_template_directory() . '/icustom-comments.php';
Then just keep it blank, don't call it at all, or put an ad in there like I do lol.
(Updates won't overwrite this, in case someone was wondering)
