[BUSINESS] how far down should a page scroll
Is there a certain length after which people stop scrolling down a page?

How do scrolling pages affect your seo or does it not count?

Most infinite scroll scripts (ie scripts that load more of the page when you hit the bottom or click a 'load more' button) will work fine with google. Usually they will have a set of hidden page links that will allow google to crawl from one page to the other.
Some will also update the url as you scroll, that helps google and also means the user can refresh the page or hit the back button and his position is maintained. Ive used https://infinite-scroll.com/ in the past
The only thing I would say is that if your going to have long scrolling pages, then make sure you have a "Back To Top" button like this forum has (bottom right when you scroll)

A back to top button is a must if you have a long page.

If it too far down the lower portion of the page will not get as much attention and clicks to sponsor links.

Here is the correct answer, make it work on mobile then worry about the scroll length.

I think desktop users prefer a pagination bar whereas for mobile users, an infinite scroll or "load more" button is easier to use.
Best idea is to have both an use a simple CSS query to decide which is visible

If you have contact information on your site, which you should, then no one can see it with a scrolling page, think about this.
