Hey I have a feeling this rep is jerking my chain he has been telling me for the last 3 weeks that my payment is coming. The sponsor has one email on their site "support at program name".
I send an email to it he replies back. I know there are other reps at the program, but can not find their email to message them. What would you suggest?

Name the rep and program so we can help, plus the rep might do something about it if he realizes you have caught on to the game.
