when did Paypal start asking for the recipients name?

[TheButcher]

I have not used Paypal it in donkey's years but I was asked today for the recipients name to send them $10 bucks, I thought they only needed an email address

I get paid by sponsors who have my name and address son their files, so it might be new KYC compliance rules they are following.
