can they charge back on paypal for a domain
Some stranger emailed me that he wants to buy one of my domains and offered me more than i thought it was worth, I have it parked and he offered $400 for it. I am wondering can he or anyone for that matter charge back or dispute the sale after I transfer him my domain.

Any one can open a dispute after paying you but if you invoice them through paypal and say it is for the sale of XYZ domain, all you have to do is reply to the dispute with proof of transfer and they can not win a bogus claim.

If it is over $1000 ask for a wire even if a sponsor payment.
