Will the US have to return the tariffs already collected if the tariffs are finally found to be cancelled

Honestly I have no idea how the SC will rule but from a purely constitutional perspective, Trump does NOT have the power to impose sweeping tariffs. No president does. That power rests with Congress. The only time the president can impose tariffs is by executive order and that's only in a national emergency.
Remember when he placed the first tariffs against Mexico and Canada ??? Trump justified them because he said there was a "national emergency" with Fentanyl and Immigration. Then he gave up any attempt at justifying them and slapped tariffs on everybody. At least if the tariffs had gone through Congress, then you wouldn't have all this on again, off again stuff that is causing so much uncertainty for American businesses

Let's all hope this gets turned around and tariffs go away so things won;t cost so much more.
