I don't know the rules for their payment types, but for programs like ours we do not require a ID to send a check. It would seem silly to ask for a ID to send a check since you have to show ID to cash it.

I have never cashed a check i deposit them into my bank account , my bank has all my id information so I see the logic in that. But even paypal does not require a photo f your mug shot and PP is very strict.
