I wonder if hosting business buy bulk licenses and resell them at retail price to customers.

Hey, so it's easier now than it used to be..
In cPanel, go to advanced > Cron jobs. Then put in your email address, then choose frequency settings, then the command is the path to your backup php script from root.
The one thing I always mess up is the "Absolute path" to a link on my server,

Just saying

I still think relative vs absolute paths is annoying lol, especially when automating things where it's very important to get things right.

Its not buying in bulk its more like reselling, but if its sold at retail price is it really hurting anyone's pocket? cPanel has there rules and regulations for such a deal with hosting companies. Its not a dirty business if that's what your getting at :)

I get them for WP backups and available updates. It's peace of mind and just takes a few seconds to delete them. If you get some you don't want you should be able to turn them off in cpanel.

Can't you just connect with ftp, explore the directories, look at the server side address bar?

Most hosting companies (all?) lease licenses monthly through cPanel or through an authorized reseller. I'm not aware of any hosting companies that buy the licenses outright. In most cases, the cPanel pricing is roughly what the hosting company pays - I'm not aware of any hosting companies trying to make money on licenses themselves. They're more used as a value-add to sell the servers. Same with most other software including Windows.

what is similar to cpanel and free at hosting companies. The cost seems a little much even though I know it's built into my monthly hosting bill tbh.

I used it just briefly, not an expert but yes it can do all the things you listed. Check their site for info. There's also a bunch of youtube vids out there.
