It's not that hard to doctor up your tube site if you want to enable uploads. There's plugins to do just about anything.

Here's an easy fix anyone worth their salt should be able to do:

https://wordpress.org/plugins/advanced-cf7-db/
Intall both plugins, setup your submission form with file uploads for clip and thumb. Everything will be saved on your server in wp-content/uploads/advanced-cf7-upload. You can export in csv from there and do the posts. I'm assuming you would want to check it for illegal stuff before posting.

There are plugins to restrict submission form access to logged in users if you want or you could add a little logic with https://wordpress.org/plugins/php-everywhere/ to only display for logged in users. I'm sure there's captcha options as well, just search the plugin directory for contact form 7 captcha.

To easily turn your exported csv into posts you can use https://wordpress.org/plugins/wp-ultimate-csv-importer/

You can increase max file size with https://wordpress.org/plugins/upload-max-file-size/ but you shouldn't even need that if you use contact form 7.

https://wordpress.org/plugins/wp-file-upload/ is another plugin you could take a look at instead of what I outlined above, however it doesn't seem to work from mobile devices.

I almost forgot... You could post under admin or under the user and then use https://wordpress.org/plugins/capabilit ... -enhanced/ to edit user capabilities allowing them to delete the posts etc if you like. Or better yet, just put up another contact form 7 for them to submit removal requests instead

Why go through all this trouble when you can just give them permission in WP to create posts?
