Which is best to use on a page RGB or Hex color codes, or does it not matter.

I doubt it matters. If you use rgb you'll also be able to set opacity which comes in handy and makes color transitions a snap. In my opinion anyways

Try not to have them on the page period. They belong in a stylesheet unless you're using them in inline style.

CSS is a time saver compared to the old ways of defining font, size, color for each text block.

Hex if I'm just doing basic solid colors, rgb if I'm doing fancy things that need opacity.

I'm also kinda weird when I need to convert one to another, just open Photoshop's color chooser then paste in the hex to get rbg values and vice versa. The only difference is the opacity on rgb and in some cases where you'll have to edit/change those a lot, rgb can be easier. The amount of solid colors that you can use for each is the same.
