We could set up a system to mark people as trolls, then have people police their posts, but then that would get abused.
Site owners, Admins and thought police could remove these troll posts, but that again would be abused.

Every system I have seen to control troll posts is either not enforced or abused.

There are a few places the trolls are kept in check. These are boring, low traffic forums. (joking) there are many great forums with great troll policing.
the policing is only as good as the police and the rules.

okay did my part to NOT be a Troll!
