If this new EU rulliing happens and user uploaded content is a problem as it seems to be , content is going to take off again.

Bill is right, having more people on a set can potentially be a liability, what if one falls or a stage prop drops on him, not worth the headaches.

The liability issue I do not buy, they might be worried the spectators would take secret videos and put it online.
