My friend said if you have your website hosted on a server in Amsterdam you will get more traffic from the Netherlands, is this true.

That's bullshit. It makes no difference where you are hosted, its all about what traffic you build up for your domain
For example, our CDN hosts our files from dozens of servers all over the world. All it does is make the site more responsive (ie so users go to their nearest server rather than all back to the main servers). Its has no bearing on traffic whatsoever

Well if your target market is say Los Angeles and you are selling to that area not globally then if the server is in LA the people who check your site from LA will have less hops to reach your site than say if the server was in Munich Berlin.

OK I have to concede that's true. If your a local business then it makes sense to host your site closer to your target audience as it can increase your page speed performance which is a google ranking factor but there are so many, more important, factors that can affect your search traffic. So long as your page speed performance is within range (eg if your using a CDN) then the location of your server is irrelevant.
Simply moving your server to Amsterdam doesn't mean you will automatically get more traffic from Amsterdam.

Why not advertise in local papers and news sites, they have very fair ad rates for local market ad plaements.
