How much is VPN hurting online sales

If people are getting online using a VPN and choosing a country other than where they are, is this a threat to sales. Let me explain, if the user is in Paris France and they for some reason login from say New York to get around French limitations or laws, does that hurt sales.Let's say you are displaying ads based on the users geo-ip then you'll show them ads designed for Americans whereas they are in France.

40% plus people use a vpn now do this can be a problem

Good point but Im not sure how well Geo IP adds really work in porn ?? Obviously there is the dating side of things, but I think most users aren't looking for "local porn". They don't really care where its from

Where this can be a problem though is if your site is available in multiple languages. A French guy logging in from New York will probably end up on an english speaking website

How about blocking sites if they use a VPN and come to your site you have banned for their locality are you responsible?

For me VPN can only be a plus for business, alowing to bypass some countries' restrictions...
