Does Google treat internal links differently based on location on a page? Are header and footer internal links less important?

"Mueller explained that links are not treated differently because of where the links are located within a web page."

Seems logical to me, an internal link is an internal link. Now when it comes to external links, that is another story.

Header links get more clicks than in the footer, keep this in mind.

The most important thing for Google I heard was what links and words are in the first 25% of the page, has any one else heard this.
