Look at the menu at McDonald's in various countries, there are always local influence on businesses. So may be Visa and Mastercard have local rules.

Laws are really not the same. They may even vary by state.

There are country and state laws here (may vary by country). Laws in Quebec are very different from anywhere else in Canada and other states have different laws as well.

I thought charge back was limited to 4 months by Visa and Mastercard world wide.
